Nigel said 'hold' very quietly after Jesse played WIREY; Jesse did not hear. Nigel spun the board, and said 'hold,' again, very quietly. Jesse didn't hear, and drew replacement tiles. At that point, Nigel spoke up more audibly, and the players called the director. After asking both annotators (one of whom says she might have heard the second 'hold' but wasn't sure) and a review of the video, the director call was that Jesse could not have heard the 'hold' call and play should continue without a challenge.
